مع اقتراب يوم المياه العالمي 2023 في 22مارس، دعت مجموعة من 13 منظمة مجتمع مدني عراقية ودولية إلى مزيد من العمل لمعالجة أسباب وتأثيرات أزمة المياه في العراق.
لتسليط الضوء على القضايا ومساعدة الناس على معالجتها، اجتمعت المؤسسات الموقعة أدناه لإطلاق أسبوع المياه العراقي – وهو أسبوع لزيادة الوعي، وتبادل المعلومات والمعارف، والعديد من الأنشطة الاجتماعية عبر مدن دجلة والفرات، ويمتد من اليوم الدولي للعمل من أجل الأنهار في 14 مارس إلى يوم المياه العالمي في 22 مارس. “أسبوع المياه العراقي هو فرصة للتوقف والتفكير في كيفية استخدامنا للمياه. لدينا جميعًا دور نلعبه في حماية هذا المورد الثمين – من المسؤولين الحكوميين إلى العائلات في منازلهم. المياه هي مورد مشترك ومسؤولية جماعية”، كما يقول علي الكرخي رئيس جمعية حماة دجلة، وهي منظمة غير حكومية عراقية. تأمل المؤسسات الـ 13 الموقعة أدناه أن يكون أسبوع المياه العراقي مصدر إلهام للعمل الجماعي إقليمياً من اجل حماية هذا المورد المشترك.
تعمل السدود في العراق والدول المجاورة على قطع التدفق الطبيعي لنهري دجلة والفرات اللذان يربطان البلدان الأربعة في منطقة بلاد ما بين النهرين، مما يقطع شريان حياة الآلاف من الناس عند المصب في العراق. مع ضعف إدارة المياه وغياب سياسات تقاسم المياه العابرة للحدود في العراق والمنطقة، يتم الأفراط في استخدام المياه المحدودة اصلاً، مما يعقد وصولها إلى الأشخاص الذين هم بأمس الحاجة إليها.
وفي الوقت نفسه، فإن عدم كفاية أنظمة إدارة النفايات ومحطات معالجة المياه يجعل الكثير من المياه الصالحة للاستهلاك شديدة التلوث، مما يضطر الآلاف من الناس إما إلى إنفاق الأموال على المياه الصالحة للشرب أو استهلاك المياه الملوثة، مع ما تسببها من مخاطر صحية جسيمة. ليأتي تغير المناخ ليزيد الموقف تأزيماً، مع ارتفاع درجات الحرارة بشكل متزايد وانخفاض معدل هطول الأمطار مما يحمل آلاف الأشخاص في العراق عبء ثقيل مضاف لنقص المياه والتلوث.
وفقًا لتقرير حملة إنقاذ نهر دجلة لعام 2018، يمكن العثور على أكثر من 1.2 مليون متر مكعب من الملوثات في نهر دجلة في بغداد فقط. من خلال شبكة الرصد البيئية التي تغطي 17 مدينة في 13 محافظة، تتلقى جمعية حماة دجلة تحديثات منتظمة حول مستويات التلوث في أنهار العراق. “هناك نفايات طبية ونفايات صناعية ومياه صرف صحي أيضًا. أنابيب الصرف الصحي التي تصب مباشرة في نهر الفرات في الأنبار، على سبيل المثال. يمكن غسل الملوثات من البشرة، ولكن ماذا حين تدخل في اجسادنا!”، يقول الكرخي، في إشارة إلى المخاطر الصحية التي يواجهها الأشخاص الذين يجبرون على شرب المياه الملوثة.
وجد تقييم المجلس النرويجي للاجئين حول آثار الجفاف أن أكثر من ثلث مزارعي القمح واجهوا فشل الموسم الزراعي في عام 2021. وقد أثر ذلك على متوسط الدخل الشهري، الذي انخفض إلى ما دون المعدلات الدنيا في ست محافظات، مما ترك أسرة واحدة من كل خمس عائلات بدون طعام كافٍ. “المجتمعات الزراعية والعمالة اليومية يؤكدون حاجتهم إلى الدعم المادي لتعويض فوارق الدخل المتراجع. وفي الوقت نفسه، يحتاج المزارعون إلى دعم مباشر بالبذور التي تتحمل الجفاف ومحطات معالجة المياه المحلية”، صرح بذلك المدير القطري للمجلس النرويجي للاجئين جيمس مون.
وجدت بيانات جديدة من مبادرات IMPACT ومنظمة العمل ضد الجوع أن انخفاض المياه في الأهوار الجنوبية في العراق – أحد مواقع التراث العالمي منذ عام 2016 – يجبر العديد من الأشخاص على ترك تراثهم ومنازلهم وراءهم بحثًا عن عمل يومي بديل في البلدان والمدن المجاورة. “إن الإجهاد المائي في العراق يلحق خسائر فادحة بالسكان المعرضين للخطر، والنظام البيئي بأكمله مهدد. وقالت كاتي توماس، المديرة القطرية لـلعمل ضد الجوع، إن التأخير في اتخاذ الإجراءات التصحيحية سيؤدي إلى أضرار لا رجعة فيها.

أدى تدهور الوضع المائي في العراق إلى تكثيف جدول الأعمال الوطني والدولي في الأشهر القليلة الماضية. حيث تضمنت الاحداث المتسارعة تنظيم مؤتمر بغداد الدولي الثاني للمياه (5-7 مارس 2022) الذي شهد توقيع اتفاقيات تعاون جديدة بين وزارة الموارد المائية العراقية ووزارة البيئة لدعم نهج مشترك لمعالجة القضايا. في 2 مارس، تبنت الأمم المتحدة أيضًا معاهدة عالمية للتصدي للتلوث البلاستيكي، مما يوفر فرصة للعراق للتصديق عليها وتوطينها في القوانين والممارسات الوطنية.

Our website implements the ARIA attributes (Accessible Rich Internet Applications) technique, alongside various different behavioral changes, to ensure blind users visiting with
screen-readers are able to read, comprehend, and enjoy the website’s functions. As soon as a user with a screen-reader enters your site, they immediately receive

Screen-reader optimization: we run a background process that learns the website’s components from top to bottom, to ensure ongoing compliance even when updating the website.

Cognitive disorders – we utilize a search engine that is linked to Wikipedia and Wiktionary, allowing people with cognitive disorders to decipher meanings of phrases, initials, slang, and others.
Additional functions – we provide users the option to change cursor color and size, use a printing mode, enable a virtual keyboard, and many other functions.

We aim to support the widest array of browsers and assistive technologies as possible, so our users can choose the best fitting tools for them, with as few limitations as possible.
